But at last they became good friends i think.
Because of the fence, Clover couldn't go out to the other side of the house without her mother's permision. it's a pitty that Clover and even Annie couldn't have more friends to play with.
However, they were good friends at the end, just because of the fence.
it seemed that the fence is the ship between Annie and Clover

I like the last part of your post. Because you told and showed details about how they are going to be friends and the fence is between their freindship.
